Abstract

This chapter examines the regulatory issues in the Turkish broadband market, focusing on fiber. Following a historical background that emphasizes the evolving regulatory and business environment in the broadband market, I describe the current situation and the current regulatory issues related to fiber deployment. Thereafter, targets that were included in the National Broadband Plan are examined and compared with the current state of the market. The main conclusion of the chapter refers to a lack of vision in both demand-side and supply-side regulatory policies.
